 Prof. (Dr.) Onkar Nath Tiwari has joined the University in the month of Nov. 2019 as Principal Institute of Legal Studies and Research after his superannuation from the  reputed institution St.  Andrews College, Gorakhpur with 28 years of teaching in the field of law. Prior to this, he has been associated with other academic institutions, i e, Department of Law, Gorakhpur University, Gorakhpur in 1985, Kashi Vidyapeeth, Varanasi in 1986 as Ad hoc teaching faculty. Besides teaching a good number of Law subjects his area of special interest is International Law,Law of Evidence and Children Laws. Because of deep academic inclination he resigned Class II Gazetted Officer post in the Govt. of UP after serving as District Probation officer, Gonda for six months in the year 1983.

Dr. Tiwari has done his Post Graduation in Psychology and Law with specialisation in International Law and Doctor of Philosophy in Law on the issue of Law and Agrarian Reform from Gorakhpur University, Gorakhpur successively in the years 1976,1982 and 1996.Added to this are the Certificate course on Intellectual Property Rights from Geneva based WIPO and Cyber Crime and I. P. R from NILIET, Gorakhpur. Worth quoting are his academic awards, i e, National Merit Scholarship in LL. B, UGC Scholarship in LL. M.Junior and Senior Research Fellowships after clearing NET Law in the year 1985 conducted by UGC, Delhi.  He has been the research supervisor of four scholars of IGNOU and Nagaland Open University. Organising three national seminars sponsored by UGC, ICSSR, Delhi on the topics Police Reform, Intellectual Property Rights and the Juvenile Delinquency, completion of academic projects funded by UGC Delhi on the Consolidation of Holdings and National Commission on Women Delhi on Domestic Women Servant, NSS Program Officer, Asstt. Proctor, Asstt. Superintendent of Exams, Advisor and Convenor of Legal aid Clinic in the College  with the collaboration of DLSA G Gorakhpur for support services to the poor, incorporating the idea of litigation free village in the district, monitoring and career counseling for the students of all the disciplines in the college ate his other achievement.


To his credit are three books, ie, Law and Agrarian Reform, Intellectual property Rights and the Police Reform with ISBN nos., thirty research articles published in national and international reputed journals with ISSN nos. and peer reviewed, two policy documents on Juvenile Justice Administration in UP and Women Policy in UP with the support of UNICEF Lucknow. He has presented nearly fifty papers and delivered an equal number of lectures and keynote speeches in International and national conferences. Besides this as a resource person he has also delivered nearly two hundred lectures in training program, workshops, capacity building exercise, awareness creation venture etc. organized by professional and social institutions from time to time, ie, AS College, Gorakhpur University, UNICEF, NIPCCD Lucknow, WCD Govt. of UP, Mahila Samman Prakostha UP, RPF Training School NER Gorakhpur, NILIET, Gorakhpur, CBWE Delhi, SIFPSA Lucknow, UP Administrative Academy Lucknow, Bihar Police Academy Patna, Police Training School Gorakhpur, Secretariat Training Centre Gorakhpur, Police Training CB CID Lucknow, Special Juvenile Police Unit UP, Plan International Delhi, CRY-QIC AC Lucknow Gram Niyojan Kendra Ghaziabad, SEVA, Safe Society Gorakhpur, Childline Advisory Board, Integrated Child Protection Scheme Gorakhpur on the various issues, i e, juvenile justice, child labour, cyber crime and law, IPR, Law and Governance, environmental protection, gender justice women and the law, children institutions etc. As a Counsellor IGNOU Delhi subject like Consumer Protection, Human Rights has been the other concern. Besides this he has successfully completed varios Orientation courses , Refresher Course in Law,  Career counselling, training on juvenile justice, child rights and the child protection. Participated actively in more than dozen academic ventures to formulate policies, frame curriculum, result framework documents, training courses and the schedule, plans etc. for child welfare, protection and development issues organised and launched by the Ministry of WCD Delhi, NCPCR, NIPCCD, UNICEF Delhi and Lucknow from time to time.
Life Membership of academic bodies such as IUCN Germany, All India Law Teachers Congress Delhi, Vidhi Bharti Parishad Delhi needs mention. Furthermore his expertise in the field of Law is reflected from his long association in different capacities in various service commissions.
He has attended ADB/IUCN sponsored capacity building program for the South Asian, Law teacher's teaching Environmental Law in the year 1998 organised by National University of Singapore and has also been invited to present his research papers in the conference organised by Pace University USA, Wuhan University China, Mexico University Mexico and the Presda Foundation Japan.
Dr. Tiwari's commitment for social cause and the service for society goes hand in hand with academic concern. Added to it, is the membership of Advisory Board Gorakhpur under Dowry Prohibition Act 1963, Member Juvenile justice Board Gorakhpur for 12 years, Member State Selection Committee Govt of UP to select social worker members on the JJB/CWC panel in each district, Member Drafting Committee to frame  Rules under different Juvenile Justice Acts, i e, 1986, 2000, 2015 for the Govt. of UP. Guiding and monitoring of national and state level NGO'S is his preferred task. Association with Bharat Jan Gyan Vigyan Project as district coordinator in 1992 for three years jointly run by Ministry of Science and Technology and HRD, Govt. of India under the Chairmanship of Ex UGC Chairman Prof. Yashpal and further District Coordinator, Total Literacy Campaign Gorakhpur since 1999-2004 run by National Literacy Mission Delhi to introduce functional literacy to all  in the age group of 15-35 needs  

specific mention. He has represented the institution of his higher learning in national level debate, moot court, elocution competition and extempore lecture and won the prize.
